Personal Statement of Purpose for the Master’s Program in Public Diplomacy at the University of Southern California. Applicant: Valentin
Sargsyan

I am someone who has been fascinated by political history ever since adolescence, often reading way into the night for sheer curiosity. My ethnic
background has a lot to do with this—as a young Russian-Armenian man and now an immigrant to the United States. While I was just a child when the
Berlin Wall came down, I have long been fascinated by the Cold War era and especially the post-Cold-War scenario of relations between the two
superpowers from this era, Russia and the U.S. And, with tensions again arising between the the U.S. and Russia, I feel that my application is strengthened
by the timeliness of my special area of research interests. I hope very much to make a useful contribution to your program as a result of my experience, as
someone who is both from Russia and is also very knowledgeable about Russian political and diplomatic history. First and foremost, however, I will always
be Armenian and this identity, as combined with my first hand experience of living in Russia as well, also provides me with a complex sensitivity to Russian
diplomacy with respect to the former Soviet Unions other members and satellite states. I am a highly diverse individual with broad interests and I am
especially grateful for having traveled throughout large swaths of the world, in addition to Russia, Georgia, Ukraine, Turkey, The United Arab Emirates,
Egypt, the UK, France, Cyprus, Greece, and Italy, and I now live in Glendale, California. I feel strongly that my diverse background and interest will help me
to make insightful comparative analyses of public diplomacy challenges in various parts of the world.

My academic interests have been dominated by the study of political science in which I hold undergraduate and Master’s Degrees from Yerevan State
University. During my last year in Armenia, I simultaneously finished the Master’s that I have as well as completing one year of full time study towards a
second Master’s in the same area at the American University of Armenia. I was unable to complete that degree because I left for the United States. Since I
have been out of school, I have been pursuing a special attention to media studies and feel very much attracted to making this area an integral component
of research for graduate study that I look forward to accomplishing in the near future. Thus, another major attraction for me is the way that your program
combines the resources of the Annenberg School for Communication and the School of International Relations. Finally, I feel that I am a very strong match
for your program because of my central interest in NGOs, another area of special critical interest to your program. I look forward to public diplomacy
training in your program, in particular, because I am planning on a career in public service with nongovernmental organizations (NGO) working to build our
global civil society through public diplomacy.

Reading a USC Public Diplomacy Blog by XXXX, I was helped to better understand the kind of public diplomacy challenges that I hope to study in depth as a
student in your program. I well remember how saddened I was to read in 2002 that the Russian government had shut down the operations of the U.S.
Peace Corps program, labeling it a "spying organization". I am someone who very much celebrates the spirit of the opening of that program in Russia in
1992 because I think it spoke of hope for the future of these two giants through public dialogue, simply getting to know each other and building diplomatic
and personal ties. I have been further saddened by Russian President Putin began comparing the U.S. to Nazi Germany and what XXXX charges are “anti-
American invective and lies” in a new high school textbook.

I was a very active participant in the international student exchange programs at both universities that I attended. I see this as helping me to develop a
mature character for someone who is only 24, with capacity to be a good communicator with people from widely disparate societies. I have also work in the
protection of environmental concerns with various organizations, and I also spent 4 years working on behalf of Armenia’s largest political party the PAM, as
a Chief of the Youth Union of the Party. I would envision writing a graduate thesis for your program or doing intensive special research in the area of the
role of NGO's in the democratization of post-Soviet republics. 10 years from now I would like to be working for a UN-based organization focusing on Third
World countries, where there is still so much work to be done. And I look forward to taking advantage of the fact that in addition to English I am also a
native speaker of both Armenian and Russian. I look forward to laboring mightily in your program and being given an opportunity to show you my deep
appreciation as I struggle to make my utmost contribution. I want to thank you for your consideration of my application.

Your Current (or in progress) Degrees = from 1999 to 2003 i attended Yerevan State University, Department of
Political Science and International Affairs for bachelor degree. than from 2003 to 2005 in the same univerity and the
same department i got my masters degree. Simultaniously, from 2004 to 2005 i attended one year Scholl opf Political
Science in American University of Armenia, for another masters degree. but after finishing myu first year i took an
extension and left for United States.
Where do you want to study? = My first choice for graduate study (or residency) is at USC, School of political sciense,
for masters in Public Diplomacy.Public Diplomacy is a new study in USC, this is the opening year for this course, and i
am going to be one of the first proffesionals in this field o studies.
What special subject matter or area? = I am especially interested in doing graduate work in the area of
"The Role of NGO's In The Democratisation Process In Post Communist Republics".
Short and Long Term Goals and Aspirations = 10 years from now I would like to be working in UN organization.
focusing on the third world countries, where there are still too much to be done.
What languages do you speak/write/read, how well? = fluent in armenian and russian, these are my mother languages,
also i am very fluent in english
Professional and Volunteer Work Experience = two times i participated in the international student exchange programs,
but this were more enviromental works, nothing conneced with politicas andn diplomacy.
and also i worked 4 years in the larges political party in armenia, PAM, as a cheif of Youth union within the party.
Your Special Qualities = first of all this is my major background, as i mentiond above i have master degreein political
sciences, and public diplomacy is just a branch of it. and second i am from the a post soviet republic where there is still
too much to be done in this field
Your Greatest Possible Contribution to Society = The greatest contribution that I might be able to make to society
would be to change the political system in those countries the way, that NGO's could affect the govremental policy in
their own way
